As for your settings, you seem to have your power limits reversed. It makes sense for the CPU to use a 60W limit for a short period of time and then after the CPU heats up, to switch to a lower power limit like 35W for the long term. Setting the long term turbo power limit higher than the short term turbo power limit does not make sense at all.

Once these power registers are locked, the only way to unlock them is by rebooting. It is possible that a driver is writing a power limit 100 or 1000 times per second to the power limit register which will override anything that ThrottleStop is requesting. Hopefully locking both power limits will solve this problem.

The long power max check box has always been enabled, all of the time. No reason to disable this. You can set the power limit as high as 4095 Watts. That should be more than enough. Why do you need to disable a power limit that you have full control of? I have seen some guides that recommend disabling the short power limit. Once again I ask why?

The main long and short turbo power limits (PL1 and PL2) are both locked to 51W. Considering the 8265U has a 15W TDP rating, that is very generous. Because these two limits are locked by the BIOS, ThrottleStop cannot be used to change them. You should check the Disable Power Limit Control option.

The default turbo ratio limits for a 9900K are 50, 50, 49, 48, 48, 47, 47, 47. When 1 or 2 cores are active, the CPU should be able to run reliably while using the 50 multiplier. You have all of your turbo ratios set to 47. This means you are under clocking your CPU and running it slower than its default rated speed.
